Best way to express our love for our children.

Unless we care about the future of our children we will not be concerned about the quality of their schooling. 

We can always begin with what we have. By constantly upskilling our own teachers. We can create eco systems in neighbourhoods, academic institutions, community organisations,vocational training institutions, value education, sports places to be partners. There is no dearth of resources. Each needs the other. 

Missing link is coordinator-Key administrator. Key local leaders who brings/ allows all to come together. 
Let Puducherry/Univ students of all subjects and senior college students and credible NGOs join in school learnings as extra classes? We only have to thread them together. It's a win win situation. 

We all love our children. Let's express it by preparing them with educating them holistically through ecosystems.

What learning institutes need to impart to all professionals this essential personal skill.

Be in office when u must. Be in the field when u must. Striking the right balance with correct timing is the key to responsive administration. 

Learning Institutions must impart this essential skill to all professionals. It's true of both public and private sector. A stitch in time saves nine. Early intervention helps prevention. And timely intervention checks further decline. In the Government sector  it assures people of a responsive governance which is transparent. In the private sector it establishes leadership with concern for quality and  care. All these qualities are needed in all public services anyway. Equally applicable in personal or social issues. Situations only vary.

How do we provide an environment for CVOs to go after sharks rather than small fish only

It's not the selection only that is critical but who does the CVO report to. If as CVO he/she is also a CS and reports to CM is conflict of interest.

To ensure independence and higher accountability of the CVO the officer is not only to be clean but also clear of his own conduct and also clear of reporting pressures from his next senior. It's the annual appraisal from the next senior which inhibits exposures.

Which is why CVOs are seen more going after small fish not the sharks..When info of sharks and crocodiles is in public domain. These insecure CVOs go after rats and mosquitoes..Infact such placed CVOs are seen to be afraid of even an inquiry if it is concerning their own boss/es. Hence we need to carefully examine who do they report to and what independence of reporting the CVOs have.

My suggestion would be that CVO work ought not be combined with any other to avoid more supervisors. And they must report to CVC. This is what will bring the much needed respect and fear required in administration today.

When leadership can act as deterrence... against corruption in jails.

So much being exposed about corruption in jails. It's bound to be there wherever there is no transparency in its living and oversight.

Any leadership which wants to check corruption will ensure the following.

1 optimum use of technology. Install cameras all over and save recordings of it to be viewed and stored as evidence.
No one escape the eye of the camera.

2. Visit the Prisons regularly, personally.
3. Install feedback systems which protect whistle blowers.
4. And take need based action on feedback.
5. Bring in spirituality training in prisons not only for prisoners but staff too.
6. None of the above needs more budgets.
7. We can begin with what we have.                   
8. Try these few measures to begin with.
9. Key is, does the leadership want integrity???

Who says Heavens are far? Made greener by Rain God's. Enjoy

Never realised that being a Functional Governor and being People Sensitive would cause so much of distress to some?

--Going by what has appeared in the papers today in Puducherry.
I am in Delhi today on the invitation of our Honorable President bidding farewell to all Governors and Lt Governors and Administrators.

It's so evident that going along with status quo is more acceptable to some.
And changing things for the better is disturbing.
Which is why many choose a safe route of No Change. Play safe. And let people suffer in so many ways.

I have seen this in al my life so far.
But I have believed in solutions for the benefit of people who we are meant for.
Hence none of this comes as a surprise to me.
I am for a duty to be done and will keep doing as per the laws and the rules.
The Judiciary is the final arbiter. We can always go to it. Let truth prevail.
I shall be back in Puducherry to resume my duties day just after another day.

Putting bureaucracy on notice. Open letter to them. Waited for a whole year for some to understand the need for the change


Such like deficient services do not do good to respect for governance. 
All seniors concerned ought to pay attention to matters which affect a common person the most.
If officers can find time to travel officially for several tours inside and outside Puducherry, and India, surely they can do so for issues pending which concern ordinary people.
Records of these deficiencies have been kept in your respective files and may get reflected in the annual appraisals due shortly.

Certainly in those where I am directly the accepting authority. And also in others as a record in their files. For information for future recall. Please do not take me lightly.
I am sorry to note some of you are not getting the grasp over the situation.
For whatever reasons. Some visible some known only to you.
You are delaying required field work.

And visiting your problems.
And also resolving them or seen to be.
All of my ninety weekend morning rounds are evidence of your performance or non performance and will be taken into account when reviewing your work.
You have another year ahead hopefully with me.
Kindly make amends.

You do not have a choice with me my friends.
It is my duty to distinguish performance from non performance. Or else I shall be unfair to those who did do against all kinds of odds.

I have been telling you this directly or indirectly. Some took it seriously some are still taking chances.

The above pointed deficiency in service is just one instance. It's become a tipping point. 
This one was pending and concerned had assured it to be corrected.

Yet no system worthwhile was found in place. When simple things were possible without financial investments.
I have seen by now far took many in my last one year of working with you.
Hence make no mistake. Unless individuals concerned improve considerably, you alone shall be responsible for your reports which will stay with you forever.

No amount of your defence will work because it shall be based on my direct inspections or visits too.
I wish you all well. Please cooperate and get out of comfort zones.

Public service demands sacrifice of personal time as well. Which is why you came into it in the first place.

Systemising prison reforms in Puducherry to check recycling of crime.--The 3 Cs Model.

Along with Swachh Rallies, Yoga learning from RajNivas, opening up of RajNivas to People of Puducherry and putting in place strong vigilance systems and more, Team RajNivas has included focus on residents behind bars. Which is the Puducherry prison.

Object is to ensure prison works as a reformatory not a place of recycling of crime and contamination.

Once an inmate is inside prison he will get educated, skilled and learn
Once released he then shall be a valuable member of the society.

As a strong crime prevention and rehabilitation measure the released prisoner will be linked with the police beat officer of who will ensure close watch so that the released prisoner does not slip into alcoholism or bad company.

This will ensure methodical community policing in the real sense.
The Prison reform model will be a 3 Cs based. It shall be Collective, Corrective and Community based.

Educated and skilled prisoners inside along with missionary NGOs will be teamed up with.
Donations of Old Schools books shall be sought from schools to provide books to all inmates according to their need. ( no cost to the Govt in any way).
Yoga and hobbies too shall be NGO and CSR supported.
Puducherry Prison will be taken towards systematic and sustainable prison reforms.

No injustice can happen without the negligence or connivance of senior bureaucrats. They must stick to their duty for what they are appointed.

Puducherry medical seats repeated (year to year) Fiasco is testimony of criminal acts now under investigation by the CBI and administrative negligence now under inquiry by the CVC.

None of this was/is possible without acts of omission and commission of senior officers posted in various linked departments or supervisory and coordinating positions.

All officers are in position of responsibility to uphold the law and serve the people while following the law in letter and spirit.

Breakdowns and violations happen only when the seniors in position of responsibility decide to concede out of fear of annoying seniors or for favour of any kind.

When it comes to the stage of inquires and investigations no recorded instructions are invariably found on the file as is the experience. It's all verbal.

It is the lower functionaries who are left to fend for themselves.
Moral of the story for public officials is to perform their duty as per the law.
And in the interest of people and not vested interests.
Remain non partisan.
Do justice, not injustice. Be available to people and listen to their grievances.
And defend their lawful right.
If public officials will not do, where do the people go?
Justice is expensive and also takes time. Meanwhile people unduly suffer.
We public servants are there to ensure administration runs on equity and justice.
None of the past scams of 2G, Coal Scam, CWG and others could have happened had the public officials not conceded their responsibility out of fear or for favours.

The Court Judgements are evidence of this. 
I believe developments in Puducherry are good for the future of Puducherry. It will secure its scarce resources for appropriate use.

Public activism and Panchayat elections too must happen.
This will keep into focus the way the UT is administered and hopefully keep it under close watch of all agencies concerned.

Including the media.

This Criminal Negligence has impacted the whole of Puducherry.

The outlying UT of Puducherry needs a close watch by GOI and central agencies on its administrative & financial performance with integrity, accountability and transparency.
With expected surge of finances due to Smart city and several other Infra developments in the pipeline the UT despite its geographical distance and away from capital media gaze, must be kept under close scrutiny.

CAG at the end of the year when money is lost and damage done is not enough. It has not served the real purpose. Officers retired and politicians gone in many cases.
GOI must do active mid year reviews and social audits and correct early before damage is done.
Officers too need to be rotated to check in-breeding and over familiarisation with vested interests.
We have to save Puducherry from all forms of exploitation to protect its people.
Most of all encourage opportunities for next generation of leadership thru Panchayat elections and rural as fresh leadership to emerge.

Puducherry needs courageous activism in ensuring administrative performance and financial integrity.

Also in using its limited resources optimally, skill and upskill, while protecting its pristine natural and spiritual heritage.

Time for integrity and missionary activism.

Above criminal and administrative negligence has caused huge pain and disillusionment amongst people of Puducherry.

To prevent these from reoccurring we need to put in place systems of prevention, watch, inquiry, investigation, justice and fear of being caught and exposed.

An update on expected Judicial Order today concerning medical seats for CENTAC cleared students vis vis Deemed Commercial Colleges.

Today's Judicial Order from the Honorable CJ's Court of Madras High Court ar 10.30 AM is likely to be historical not only for Puducherry but beyond.

Meritorious Students who have been denied admissions by Highly Commercial Deemed Medical Colleges demanding exhorbitant fees beyond reasonableness may be in for a jolt.

(Grapevine has it that they may go to Honourable SC for a Stay soon after the order is pronounced).
Our expectation for receiving justice is based on the kind of queries made by Honorable Judges during the hearings past two days.

Relief to students ( if it comes)
will give Precedence to Merit and Moral Authority over Commercial Muscle.
RajNivas was a respondent through its Mr Neethi Dhas, Secretary to Lt Governor, with its own Advocate as the views of RajNivas were at variance with that of Political Secretariat. ( which I believe partially changed the next day by a written affidavit to the Court).

We Pray for welfare of our students who are  the future healers of our country.

Team RajNivas went all out to secure justice for deserving students as much as they needed. We responded as a final institution of relief as its very purpose of existence.

Look out for High Court order today concerning Centac students. David vs Goliath in Money Power- Not Moral Power

Tough Justice.--

CENTAC Students may get it today.

Keep track of orders expected by before 3 PM in Madras High Court. CJ Court I believe.
The PIL was pleaded, Pro Bono by Mr VBR Menon.  One who ONLY takes up issues he strongly feels about.

He believes that the deserving medical students have been given a raw deal by the commercialised Deemed Medical Colleges over the years.

And that the Governments of the day have not done enough to address this matter comprehensively.
Implementation of SC judgments too have been in violation in many cases.

Hence he approached the Honourable High Court for rationalisation.
Affidavit filed by Secretary to Lt Governor, a respondent in the petition fully supported Mr Menon and the Aggrieved parents.

The GOP is believed to be present, but not known what he said.
It is believed that he  has not yet submitted anything in writing. Made only oral arguments.
Yesterday the Parents Lawyer along with MCI Lawyer, Mr VP Raman, and SU Sirinivasan (representing Secretary to LG) faced a battery of highly paid, lawyers from the Deemed Universities.)
It was a Case of David vs Goliaths..!

Today in Delhi to address a conference on Civil Services.

Shall present few key practices if followed daily by public officials, will change the way they serve people.

And how resources, could be utilised to the maximum.
How problems could be prevented.
How people could get relief even without complaining.
How issues could be preempted.
How they could promote trust in the people in governance.
How people could be kept well informed and aware. So that every one, elected or selected or appointed remain accountable for the services they deliver.
Immaterial of hierarchies.

We are causing this by collective failure.

This is what happens in lives of most of us. Speaking about public officials endowed with responsibility and powers to serve people, we merely go through life.

We keep getting and seeking positions and keep going through them without growing in them by serving with courage and conviction When we merely go through positions of responsibility, we cause enormous suffering to thousands+dependent on us.

Like the CENTAC matter right before us there days.
Unless we experience this pain personally we will continue to cause and spread suffering.
We will be living through life without growing in it.
Our public service careers either empower or disempower people.

Regret to say so.
The CENTAC case is one ripe example.
And we are all collectively responsible for the pain and suffering our children and parents are going through. There is no cause for any celebration whatsoever. It's time for course correction.

Due to which RajNivas and its Team, remains accessible to anyone in need. All 7 days of the week through all methods. Personal or electronic.
This is what RajNivas is for.
Not a day has been lost. Not even a weekend. Including early mornings of all weekends.
For Team RajNivas it's a sacred duty to serve and spread joy and a sense of belonging across all sections of society. It shall remain so.

Who tells Honorable CM what the laid down responsibilities of a Lt Gov of a UT are? It also depends on what he wants...

So what does the Honorable CM want?

A Rubber Stamp or a Responsible Administrator?

Is the real Question.
The CM according to this news desires an endorser.
One who may let wrongs happen even when people are suffering injustice. Wants an LG who clears files without seeking clarity.
One who appoints people as per whims and fancies of vested interest. 
One who releases moneys even if it's not budgeted for.
Hence borrow and spend.
One who promotes officers even when there are either no posts or poor  performance. Or no reason.
One who punishes officers for courage of conviction.
One who wants no news to be rebutted.
One who should do nothing and see nothing, say nothing.
Just be an onlooker. And pass time, enjoy the benefits of Expensive establishment called RajNivas.
Stay isolated. Do not meet people. Do not question officers. Do not interfere.
Just do as he tells, even in writing.
 (I have received several such letters from him).
Most of all the CM wants me to get lots of money from Government of India, even when they can't spend well what they have. Even when revenue generating tourism is loss making.
This is called Wishful Thinking. Instead of introspection.
In reality he can feel empowered and enthused that there is someone here to help him clean up the mess in his Puducherry.
It's mine only now by adoption. It is his by birth. 
He can instead feel good that he has someone willing to raise the social consciousness of the region, one which will support him for good administration which deploys and helps enhance the energy of all responsible.
It's a question of what a CM wants.
This is the real issue.
What a CM wants and what an LG wants?
Both have their responsibilities laid down in the UT Act and in the Business Rules. It's how he reads or misreads.
Or ignores reading.
Or does not want to face the realities of the situations today.
People are crying for justice. Students and parents are crying for admissions as per the orders of Govt of India and the higher judiciary.
People are suffering and crying. Who will hear them. Only the Courts away in Madras? It's called the Madras High Court.
Raj Nivas is becoming their last hope. As per daily open house.
Puducherry needs justice, integrity and good governance.
How will they get it? Who will give them. Who will speak up for them?
Not an onlooker but someone whose heart beats for them. Someone who serves with sense selflessness. One who places people before positions.

Team Raj Nivas and Team Swachh Puducherry went biking around the city to see the overall state of cleanliness

This Sunday Team Raj Nivas and Team Swachh Puducherry went biking around the city to see the overall state of cleanliness.

The Team presented the Swachh workers with shawls of gratitude at several places.
Most of this work is being carried out by above middle aged women and older men.
The workers said while they clean, some people litter the place again in their very presence.
It is time for people to respect their services.

A while from now even their services will become difficult to get. Or not affordable as is the case in the West. Earlier we switch to source segregation and mechanised collection and then waste to wealth / energy/ manure/ creation, the  better shall it be.

Community and Municipal Agencies must learn to work together.
Community leaders need to lead this transformation.

Our PM is taking us to the right direction.

We all have to walk the path in all Municipalities and make it a caravan..of Swachh Bharat.
The Municipal Commissioners and Collectors have to get out of their cars and gym and bike their streets. Only then will mounds of garbage go and people's attitude towards sanitation, and swatchh workers change.

This is the 21 Batch of Visitors to Raj Nivas . Every day, 12-1..30 PM, Mon-Sat, a group of visitors registering via Raj Nivas Website come to Raj Nivas to see this best maintained and most prestigious heritage building.

After their visit the group picture is placed on our website for them to share with their friends and relatives.

This was the 80th 6AM weekend round by Team Rajnivas.

We went to a Market area in response to a representation received from the Industries association, regarding increasing incidents of extortion, road safety, public nuisance, and deficient civic amenities.

A mechanism for resolution of such complaints was put in place to respond.

A Whatsapp group of all key officials, including the Commune Commisioner, The SHO, Beat officer, PWD, AE/JE,Road Safety engineers, besides others, and active members of the Association and Residents of the Village, was formed to collaborate to resolve.

The Port visit led to identifying important points to be included in planning, well before port becomes operational.

This will prevent problems to surface later.
A detailed observation note is being sent to the concerned for examination and required time bound action.

10 AM Team meeting at Raj Nivas

This is a synopsis of how we plan the day together as Team RajNivas daily @10 AM when we all meet, ideate, review, strategise, plan and implement.

It's people's time from

 @ 4PM as an Open House at Raj Nivas where anyone wishes to meet comes by an appointment 4-5 PM or at 5-7 PM, by a token given on first come first serve basis. to any person with a grievance.
All are addressed on case to case basis.

In the Raj Nivas team  are Para Legals, ( from LokAdalat, Family Counsellor, Police Officer, Secretariat officer, as a support systems to see the best way out. )
