The essential three bones for success

Applying it to Public services these three bones mean, as I believe..
A 'WishBone'
Means wishbone for the Purpose of the service as a priority not a a happening. 
All Other wishes follow.  
But key is never lost sight of. 
A 'BackBone'..
 means courage to serve and stand up to adversity and never deviate from the purpose of service as wished by the wishbone. Conflict and odds come from several directions. Internal, external as well unknown factors. 
The 'FunnyBone'..
is how one moves on with a positive attitude to move on regardless. In this, family, friends and personal Attitude plays a contributing role in keeping the funny bone to laugh off the twists and turns. 
Change is the law...
All three bones, 'wishbone' 'backbone' and  'funny bone' need to be kept intact.

Dependence to self reliance for New India.

In response to news items being reported in papers last few days. 
My reading for long term benefit of rural or urban poor in Puducherry is as follows. 
I pray they understand this. As it is for their long term good. 
I wish I knew Tamil to explain to them directly. 
But it is this which they need to understand most. For their long term benefit.

The biggest welfare scheme the people of Puducherry need is promotion and practice of 
'Self Reliance'.
This means gradually a shift from dependence on basic minimums, to being self-skilled and healthy to generate for themselves to be Self Reliant.
It's the duty of the government of the day to provide and link them with easy access to assured health services, skills development centres, micro credit for starting small entrepreneurship. 
This is abundantly available for rural and urban areas from NABARD and GOI Centrally Sponsored Schemes. These are currently being under utilised. 
Having an elected Panchayat as mandated by the Constitution and financially resourced is what Puducherry people need the most. (Panchayati Elections have been held for over a decade). 
They need to self govern their villages and localities. 
This is what people ought to demand of their political masters, but are not being made aware of unfortunately. 
This is what will empower them in the long run. And make them self reliant. 
Had I known how to speak in Tamil I would have explained to them their rights directly...I have no doubt they would have understood my concern for them.

It takes one person in the right position to make the different

The Chief Secretary had his first weekly briefing at RajNivas.
All important issues were flagged for him which will lead Puducherry towards all round development and prosperity.  
All gains of the past will be sustained and taken forward. Right application of laws and rules will be the norm. Financial prudence will be strictly adhered to. 
Human resource managment will be practiced and their potential realised to the maximum. 
Now it's up to the people of Puducherry to fully realise this opportunity and bring to the notice of the New Chief Secretary issues which need attention.
One thing which is set to be history is, overlooking of any irregularity in admissions,recruitments, appointments or expenditures, etc. 
Integrity in public service shall be the rule. 
 Let us all now play our roles as Puducherrians --India First.

Challenge is how do we connect the last public official with the vision of New India

Governance delivery is both TopDown and BottomUp. 

There is a visible disconnect between the Top, through the middle and then the bottom. Delivery is hampered by several layers. Whereas the implementation is by the middle and the bottom levels. New India needs newer strategies to narrow this gap. There are no mandated strategies to do so. It has been by and large person driven at various levels so far. Which is why few stand out others remain invisible or remain average, or do not feel accountable or stake holders.

 For a New India we need a nationally implementable plan to coopt all the 3 Crore+ Govt employees. Some States, Some officers, some places, some units doing it will be like ponds or small islands but not make the Indian Ocean, of responsive delivery. Hence we need to think this through and find a way how do we engage the last public official on our pay roll who says, 'I am an important part of the architecture of New India. I am its builder and a resident'
